Entry bans and expulsion orders

fedpol issued 312 entry bans in 2022. This is 125 more than the previous year. fedpol issued three expulsion orders, amounting to one more than in 2021.

In order to protect internal and external security, fedpol can issue entry bans against foreign nationals on the basis of its own findings or at the request of other authorities, in particular the Federal Intelligence Service (FIS). In 2022, the majority of entry bans were issued for espionage. The second most common reason for considering and issuing entry bans was terrorism.

Using powers under the Foreign Nationals and Integration Act (FNIA), fedpol's crime prevention unit can issue expulsion orders as well as entry bans, on the grounds that a person poses a threat to internal or external security. In 2022, two suspected terrorists were expelled from Switzerland for this reason. In its statistics, fedpol draws a distinction between enforced and non-enforced expulsions. This is because not every expulsion order can be implemented immediately. There are many reasons for this, such as the non-refoulement principle or because the person concerned is serving a prison sentence.
